The motor should rotate freely with no load. If the motor fails to move and the rest of the system is operating correctly, it's possible that the motor is passing fluid through its seals. If this is the case, it will be necessary to dismantle the motor and replace the seals. Another possibility is that the internal components have worn to a degree that allows passage of fluid.
