Is Turbine Flush Justified?

It would be prudent to service and flush the turbine lube system at this time. The evidence of water and rust alone should be a red flag for this lube system. Servicing/flushing, and checking to see if this water intrusion is normal, or is water entry an indicator of seal problems. Is an incorrect lubricant and/or water removal filtration system being used and maintained correctly?

The presence of babbitt material that is present in the lines is also a cause for servicing. No one knows for certain if this material is recent, or from the previous incident. Either way, the system should have this material removed to allow correct oil sample data to be observed. The paint chips should also not be in the system. Are these chips from a recent repair, or are they from an unknown source? Obviously, the filtration system that is expected to remove these chips has not done so yet. The system requires servicing and flushing at this time.
